Bug#349631: Please read /usr/share/doc/tomcat5/README.gz

If you take a look at /usr/share/doc/tomcat5/README.gz it reads:
"There's also a more sophisticated administration webapp called "admin" in the same package but it can't make permanent changes to the configuration since the tomcat5 user does not have permission to do this in the default configuration."

hence the "Permission denied" on your bugreport.

If you want to commit changes from the web interface you need rw
permissions for tomcat5 user.
