Bug#395611: libgnujmi-java: missing binary-arch target in debian/rules (Policy 4.9)

targets as arguments should produce a exit status code of 2. Usually
this is provided automatically by make if the target is missing."

This is the behaviour exhibited by libgnujmi-java so in the absence of
a reference to a statement from the release managers, this is not a
bug.
