Possible License Issue With JavaCC

This has been changed in cvs to a pure BSD license.
https://javacc.dev.java.net/source/browse/javacc/LICENSE?view=log.
The debian package has been built from the cvs version and does not
contain the nuclear facility clause so it shouldn't be an issue.
