There is a file <http://svn.codehaus.org/plexus/apache.txt> in the svn
repo. It contains the following information:

"The copyright for Plexus is assigned to Codehaus. PicoContainer by
its committers.

The applicable code will be relicensed under the Apache Software
License 2.0. The dependencies all have Apache compatible licenses.
These include BSD, ..... licensed dependencies."

and there is some information at <http://plexus.codehaus.org/get-involved.html>

"All sources must contain the following license header :

/*
 * Copyright 2007 The Codehaus Foundation.
 *
 * Licensed under the Apache License, Version 2.0 (the "License");
 * you may not use this file except in compliance with the License.

 */"

That is obviously not true for plexus-io. I will file a bug report in
the upstream BTS.
