Batik was never built in Ubuntu for following reason.
1. Batik 1.6 was build depending on jdk 1.4.
2. The Sun JDK packages need to have debconf preseeded on build
servers so as to pass license aggreement phase. But no one was
interested to preseed JDK 1.4 for 2-3 packages.

Therefore as of now no packages which build depend on batik (ex. fop)
are built in Ubuntu. Only now they will be built. And hence I can not
comment anything about behavior of rdepends.

I actually started working on batik 1.7 at the end of hardy cycle but
never really got to finishing xml-commons-external. It was only
recently I finished that package and hence also finished batik 1.7
work. Also it was not clear from Debian BTS if anyone was working on
the update or not.

In future I will try to coordinate the efforts better.
