jsvc set_caps: failed to set capabilities

Hello,

After a recent dist-upgrade, starting Tomcat does not succeed because of 
an unexpected error in jsvc.

Versions of the software that I use:

jsvc 1.0.2~svn20061127-8
kernel 2.6.23 with CONFIG_SECURITY_CAPABILITIES=m
tomcat5.5  5.5.26-1

Messages in daemon.log :

set_caps: failed to set capabilities check that your kernel supports 
capabilities set_caps(CAPS) failed
jsvc.exec[12303]: Service exit with a return value of 4
