There was already an open ITP about bnd (#506988) with some packaging work 
[1].

  [I've choosen not to upload my libbnd-java package as bnd "big"
  reverse-dependency (i.e. spring framework) don't need it anymore :
  they switched to an home made OGSI bundle generator.]

I've no problem with your package but as a general guideline you should try to 
avoid duplicate work by :
- checking WNPP List [2] or "wnpp-check bnd" (from devscripts)
- "X-Debbugs-CC debian-devel" when submitting new ITP
  it help to detect potential issues (licence, dropped package)
  and findind interrested co-maintainers :P
