Bug#515945: solr-common: installing tomcat and solr at the same time does not work

When I install solr-tomcat, then the package configuration of tomcat fails when
it tries to start tomcat, complaining it can not find the file
/etc/tomcat5.5/policy.d/05solr.policy
which is actually a symlink to
.../../solr/tomcat.policy

First installing tomcat and afterwards solr-tomcat however works.
