Thanks for taking the time to report this bug and sorry for the late reply.

After having taken a quite look at the xdg_config specification I doubt
that eclipse will comply with this standard. Personally I do not think
it is sane for the us (as maintainers of eclipse) to patch eclipse so
complies.

You are more than welcome to take this request directly to upstream.
