Bug#628703: maven-debian-helper: ${maven:DocDepends} and ${maven:OptionalDocDepends} not generated by default

This appears to be a change in behaviour betwee 1.1 and 1.4.2 of m-d-h.

${maven:DocDepends} and ${maven:OptionalDocDepends} are not generated and hence the -doc
package associated with the -java package does not have the correct dependencies.

I worked around this issue by specifying:

  generateJavadoc=true

in debian/maven.properties; this caused these substitution variables to be generated during
the build.
