Bug#686019: fop does not support inline image within SVG file

Looks like fop does not support inline graphics within SVG (external PNG referenced from SVG seems fine AFAIK).
Steps to reproduce:
$ fop -xsl /usr/share/xml/docbook/stylesheet/docbook-xsl/fo/docbook.xsl -xml test4.xml -foout test4.fo
$ fop test4.fo test4.pdf
The output PDF will be missing the top-left raster image
