Bug#659067: libapache-poi-java: Request copyright file update, since upstream has apparently resolved GPLv3 issue

The current Debian copyright file includes the following text:

Except "src/resources/scratchpad/org/apache/poi/hdgf/chunks_parse_cmds.tbl"
which is licenced under GPLv3:

http://svn.apache.org/viewvc/poi/trunk/src/resources/scratchpad/org/apache/poi/hdgf/chunks_parse_cmds.tbl?view=markup

This issue was apparently addressed with a dual-licensed version of this file.
I recommend either dropping the exception or making note that the file is dual-
licensed, not only under the GPLv3 license.
