Bug#663342: jruby: Please add /usr/lib/ruby/vendor_ruby to the default $LOAD_PATH

Dear Maintainer,

The Ruby Extras team is packaging Ruby libraries that end up in
/usr/lib/ruby/vendor_ruby.

In order to make them available with JRuby, it would be nice if this
directory (and maybe some specific subdirectory for extensions build for
JRuby) could be added to the $LOAD_PATH.

This directory should be indicated also in the information provided by
RbConfig::CONFIG.
