If you move the repository you can use my script [1].

Note that we have several versions of icu4j in Debian (4.2, 4.4 and 49).
If you want to package a new version you may want to start by cloning
the repository of the latest version (icu4j-49, already in Git [2]) and
either rename the package to icu4j-<newversion> or reuse the original
icu4j package, but this will require some compatibility testing with the
reverse dependencies.
