libtruth-java maintainership

Hello Brian,

Would you be opposed to me bringing libtruth-java [1] under the Java
Team maintenance umbrella?  I'd like to update it to a current version
and to address the FTBFS bug [2] that is filed against it.  The updated
version is required to package a newer version of closure-compiler [3].
