I can definitely reproduce this bug in src:android-platform-libcore <https://anonscm.debian.org/cgit/android-tools/android-platform-libcore.git/tree/debian/libandroid-dex-java.poms>. I guess this bug only appears if your package uses bare maven-repo-helper wthout Maven or maven-debian-helper?
