Bug#858876: libjna-jni: causes NoClassDefFoundError

Control: reassign -1 libnb-platform18-java

Hi,

As discussed in this bug report and on IRC, I am going to reassign this
bug to libnb-platform18-java. We haven't found any hints of embedded jar
files. It is strange that the recent change of libjna-java had no effect
on Netbeans though. For the sake of moving forward I will change the
jna.boot.library.name to jnidispatch.system.
