Bug#874219: jxplorer: debian/watch is out of date

Version: 3.3.2+dfsg-4

jxplorer has moved from SourceForge to GitHub. The current debian/watch
file needs to be updated to reflect this.

Note also that the latest version is 3.3.1.2. The upstream homepage doesn't
mention a version 3.3.2 having ever been released, and the README.3.3.TXT
file in the current Debian sources only mentions 3.3.02, which upstream
apparently thinks should sort before 3.3.1. In other words, one may need to
increment the epoch number on this Debian package.
