Please drop the dependency on liblucene2-java, which is close to being
RMable.

There's a fork of clucy which appears to be the new upstream that people
are using. There's an ignored pull-request for this functionality in the
current repo marked as upstream for clucy:

Alternatively, we could RM clucy. It's a library with no rdeps, <0.02%
popcon, and with the current upstream looking pretty dead.
