While small packages should be avoided where possible, I prefer to keep
node modules as separate packages with a 1-on-1 relationship to their
upstream.

The chalk dependencies are not yet required for other modules, so
bundling them remains an option. But I don't like the needless complication.

I'll continue with packaging in git, and resurrect the ITPs for the
separate packages.
