[Pkg-julia-devel] julia 0.4.1 on ppc64el

I built the julia 0.4.1-2 package on a MiniCloud [1] instance after
backporting all of the pre-requisites.  The instance came
pre-installed with Ubuntu 15.04.

The tests seem to run rather slowly, but I think that is dependent on
the load on the host.
