Yes, as well as unicode_start, and thus unicode_stop for symmetry.

But I wonder if this is useful after all, console should be set up
according to user's preference.  Consider for instance a computer
with Greek and Russian console users, it is likely that they need
different fonts (I do not know if this exact example is relevant,
but you get the idea).  So ideally their .bashrc could invoke
a command which looks into $HOME/kbd.config and /etc/kbd/config
to setup keyboard layout and console font.  But in order to log
in, keyboard layout needs to have a sane default for all users.
Of course, this default may be different from QWERTY under C
locale, so after all kbd_mode has indeed to be moved to /bin.
As you can see, these are random thoughts :)
