pkgkde-gensymbols: no longer check dpkg version
It is:
1) pointless now as pkg-kde-tools depends on the appropriate libdpkg-perl
version;
2) the check is inaccurate for our needs as it checks the version of
the dpkg binary rather than dpkg-dev package.

Reorganize source package directory structure.
- get rid of symbolshelper, debhelper, vcs subdirectires. Move perl modules
to perllib subdirectory and the rest to the top of the source tree;
- unify how datalibdir is found and exported in the Debian::PkgKde module
({find,setup}_datalibdir()). Make pkgkde-gensymbols and
pkgkde-symbolshelper use these new subroutines;
- change datalib path in pkgkde-deb2symbols;
- rewrite Makefile for reorganized source tree.

pkgkde-getbuildlogs: replace wget usage with a custom implementation.
It's based on the modules of libwww-perl and its dependencies. This enabled to
implement "deflate" support for build log downloading.
In addition, a new option "force" was added to force overwrite of already
existing build log files.

pkgkde-symbolshelper: fix bug in handling of "incomplete subst detection".
`pkgkde-symbolshelper *`: properly handle the case when some substs have been
detected but symbols differences still remain (rare variant of "possible
incomplete subst detection"). libakonadi-kde4 in kdepimlibs was hit by this
bug.

Reimplement symbol grouping in a more reliable and efficient way.
* Previous grouping method could trigger false positives with regard to new

Add multi-arch/multi-patch patching support.
This makes patching process much more smart. Now, when patching a symbol file
template, pkgkde-symbolshelper is able to detect substs, tries to automatically
manage arch tags, detects C++ template instantiations. Incremental patching
(adding more arches for the same version) is supported as well.
pkgkde-symbolshelper will do all merging work from multiple patches for you. In
other words, patching should as flexible as creating symbol files from scratch
but with all info from the reference template preserved.

pkgkde-debs2symbols is now capable to generate symbol file diffs.
Those dpkg-gensymbols diffs are generated betweem reference symbol file
template and contents of the binary packages. They can later be fed to
`pkgkde-symbolshelper patch` as needed.

Add pkgkde-debs2symbols utility.
pkgkde-debs2symbols is capable of auto-downloading library binary packages for
all architectures and creating raw arch-specific symbol files based on their
contents. This utility can be used as an alternative to Mole in order to get
symbol files for feeding them to `pkgkde-symbolshelper create`.

This commit adds a pkgkde-vcs helper tool for performing various common tasks

Split off KDE 4 cmake flags into a text file 'kde4_flags'.
As a result, they are easily parsable by make or any other tool. Rewrite
variables.mk to load DEB_CMAKE_KDE4_FLAGS from the new text file. Flags in
kde4_flags are still subject to be parsed by shell first therefore all shell
escaping rules still apply.

Add very basic pkgkde-symbolshelper which supports 1.15.3
As stated in changelog, it is here only to avoid breaking packages
using it at build time. It is absolute useless for patching/generating
new symbol files.

* Pass -X.svn to dh_install
* Add stuff from svn pkg-kde/cdbs as pkg-kde-build. Port kde.mk and rename
it to kde4.mk:
- use /usr/share/pkg-kde-tools/makefiles/1/variables.mk;
- link with --as-needed by default;
- remove lintian section, we should use dh_lintian;
- add versions.mk and control.mk too. The latter needs porting if it is
useful;
- add README to discourage other developers from using pkg-kde-build.
