No they can't because the 'old' libkexif1 and libkipi0 depend on kdelibs4 or c2
and KDE pkgs that gone through this 2nd c++ transition depend on kdelibs4c2a.
They are unbuildable and installable because of the kdelibs4c2a conflicts with
kdelibs4c2 and kdelibs4.

This temporary breakage to be uninstallable and unbuildable is unavoidable
because 2 KDEs can't be installed in parallel.

Yeah.  More googling and reading necessary on my part necessary.
Personally I fail to see yet why libXXX-dev is 'better'.  But
when verlon and ftp-masters favour it, there must strong argument
for it. (Well, ftp-master may be biased because libXXX-dev creates
less NEW traffic ;)
