$ kxvplayer -h

shows my dvb in PAL

So whether you mean by standalone if it can be used as such then
answer is yes or whether it's meant to be run as such then the answer
is ... not sure actually, because I advice in the handbook to run it
standalone to figure out the ports and encoding when using it for TV
viewing (there is unfortunately no way to configure TV with Xv w/o
manually writing the tv.xml file, unlike when using MPlayer)
