[Pkg-kde-extras] Bug#542951: kipi-plugins: Separate plugins with extra dependencies

Currently installing kipi-plugins also installs libavahi-client3, libavahi-common-data, libavahi-common3, libsane and libksane0; even though I don't have a scaner o user avahi. 

Me suggestion is separate the plugins that depend on sane into a kipi-plugins-sane package.
