[Pkg-kde-extras] Bug#600970: kaffeine: Please add HAL to Recommends or Suggest

Kaffeine use hal to search for DVB devices.

In default installation hal is not installed and without hal
the Television is not useful.

Perphaps the code should be migrated to udev, I know hal is deprecated.
