[Pkg-kde-extras] Packages not of official KDE SC

Hi,

There are some pretty nice stuff that are not part of KDE SC like
colibri, bespin and others.

There has been no work seen on these extra packages even though they are
pretty good.

I am interested in packaging bespin and colibri for Debian. Is there a
particular process the Extras team follows, or should I just ITP and
then start packaging (with co-ordination on this list) ?
