  this left me thinking: could we use/overload the confirmed tag for
  this purpose? so, one +confirms to mark that he intends to fix it in
  the next upload, and marks it +pending when commited (*). so one can
  check that urls like [1] are empty before saying 'uploadable'.

    (*) we could implement (and even steal code) the idea from
        costa:/svn/pkg-subversion/hooks/commit-email.pl, that
        automatically sets pending for Closed bugs (as determined
        debian/changelog changes).
