[pkg-kolab] Web sites setup

The Kolab suite provides two "web sites": the free/busy stuff and the
webadmin. Right now, both sites are configured through one configuration
file in the kolab-resource-handlers package, which confuses some people (bugs
#370531, #376661) and is in any case pretty unusable if the webadmin runs on
a different host.

I've looked into ways to make this configuration clearer by splitting up
configuration files between the two packages. But this won't work with the
virtual host setup that is currently used, because you can have only one
virtual host per port for SSL.

I'm thinking we could do without the virtual host and just put the sites into
the default site. Users who want to restrict non-SSL access could just turn
off port 80. People who have special requirements will have to do manual
labor anyway, but at least this way the default setup would become easier.

Comments or better ideas?
