Whereas "Suggests" implies pretty much nothing -- thus resulting in a
broken install, unless you install amavisd-new by hand.

If you are going to make the master.cf default to needing amavisd-new, it
should be a Recommends IMO, otherwise, comment out the amavis lines maybe?
 so that at least it's in some sort of state to run out of the box.

How about having the file created as /etc/kolab/webadmin-session-vars.php,
say, and then having the kolab-webadmin postinst symlink to that if kolabd
is installed.
