Few months ago I sent some feedback to the author of:
http://flburn.sourceforge.net/
He seemed ou of time, but definitely willing to develop flburn.

The most viable hypothesis could be like: a small number of users install 
xorriso to wet their appetite (apt-get install xorriso), which of course drags 
libisoburn1 (without -dev, -doc, -dbg packages), then they remove xorriso for 
whatever reasons (since they don't need it on a server or whatever unrelated 
box), but after the xorriso removal, they didn't consult 'apt-get autoremove' 
yet to see whether there are any packages to be removed, which have not been 
manually requested (like libisoburn1 in that case, they just did apt-get 
install xorriso). Nothing else drags libisoburn1 yet, but xorriso.
