[Pkg-libvirt-maintainers] Bug#577919: libvirt: 3.0 format but still using /usr/share/cdbs/1/rules/patchsys-quilt.mk

Justification: fails to build from source

The source package was switched to the 3.0 quilt source format, but
still includes /usr/share/cdbs/1/rules/patchsys-quilt.mk in debian/rules
and declares a Build-dependency in debian/control.
In my private build environment, the patches are unapplied for "make
clean" and immediately re-applied for build.
