True, but the default value should be 'grab on mouse over' which does
what you want. Did you change this value previously?

I agree that 'Grab keyboard input' is pretty vague for UI text: I've
changed it to 'Grab keyboard accelerators' upstream. While that will
probably be meaningless for most people, it describes the effects better
to people unfamiliar with the (confusing) concepts.

Not for me: just rolling the mouse over the VNC widget, whether the
window is focused or in the background, disables virt-manager window
mnemonics and accelerators. So not sure why this isn't working for you.
