[Pkg-libvirt-maintainers] Bug#610738: libvirt-bin: libvirtd should start after cgroups are mounted

There's a race condition between cgconfig and libvirt-bin init
scripts. This can cause errors like 'Unable to create cgroup for <vm>:
No such file or directory' when a VM is migrated to this host from
another one. After a manual restart of libvirtd, everything works
fine.

This should be just a matter of a

# Required-Start: cgconfig

in /etc/init.d/libvirt-bin.
