Agree. lighty-mod-enable tells you anyway that alias is needed for 
running cgi module. BTW one thing I miss in config file syntax is 
possibility of declaration empty "configuration array". I mean:

alias.url = () in place where mod_alias is loaded

alias.url += ( "/cgi-bin/" => "/usr/lib/cgi-bin/" ) somewhere else.
