[pkg-lighttpd] Bug#435587: lighttpd: Abusive Recommends on php5-cgi

Currently, lighttpd recommends php5-cgi. In the near future, this will 
mean installing PHP as soon as lighttpd is installed.

There are many scripting languages with which a webserver can be used, 
and PHP is only one of them. Especially given its security track, it is 
a bad idea to recommend it to our users.

Please downgrade PHP to a Suggests instead.
