Bug#499469: llvm-examples: binNMU-unsafe dependency on llvm-dev

Justification: renders package unusable

The architecture-independent llvm-examples package is currently
uninstallable in fresh amd64 environments because it depends on an
identical version of the architecture-dependent llvm-dev package, but
the latter has undergone a binary-only NMU on the amd64 architecture
to address #495462.  Please loosen the dependency to allow for this
situation; I believe changing it to

    llvm-dev (>= ${source:Version}), llvm-dev (<< ${source:Version}+c)

should suffice.
