This is a placeholder bug to keep llvm-toolchain-3.9 out of testing
(and Stretch) for the time being, to avoid releasing Stretch with
5 LLVM versions.

I'm not against releasing with 3.9 in Stretch and dropping some old
versions (in fact I'd prefer that) but given the old versions still
have rdeps, the default hasn't been updated to 3.8 because of the
armel FTBFS (and the same would happen with 3.9) and 3.5 and 3.7
are still around, I'd like to block this until we have a clear plan
to not release with this many LLVMs.

Hopefully we can sort this out before the freeze and let 3.9 in (if
that's what you want), update the default to 3.8 or 3.9, and drop
some of 3.5, 3.6 and 3.7.
