Bug#1041202: flang-16: flang fails to compile: missing libraries

I uploaded a partial fix, now you can do it with
flang-new-16 hello.f90 -o hello -L /usr/lib/llvm-16/lib/

We need probably newer llvm-defaults to symlink them into a more common directory to avoid -L switch.
