Dear Maintainer,

   * What led up to the situation?

Installed swiftlang and tried to build and run a simple Hello World project

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

run this command to setup project - 

mkdir hello && cd hello && swift package init --type executable

run this cammand to build the project -

swift build

   * What was the outcome of this action?

fails with the following error -
