It is the latter. There is also a source package in the Debian sense.
The serious tag is for when a package no longer builds from source
(known as FTBFS), usually on the autobuilders. This refers to the Debian
source package. The fact that you can't build from the loop-aes-source
against newer kernels is regrettable, but does not warrant a bug of
severity serious I'm afraid.
