ok, i think i finally have ltsp-update-kernels working acceptibly:

it defaults to similar behavior to the existing setup (copying kernel,
initrd and other files to /var/lib/tftpboot/), but also allows you to:

* use a different tftp server directory

* avoid the copying kernel/initrd/other files at all, by configuring the
tftp server to use /opt/ltsp directly so that kernel updates are
immediately available. essentially, this mode makes ltsp-update-kernels
almost obsolete.

i would really like to see this in etch, but i also want to avoid
introducing new RC bugs.
