Nope. For example:

ssh joshua at 132.147.1.19 (this is the server's IP)

Permission denied (publickey).

I suspect that something like HostbasedAuthentication needs to be 
enabled. I tried HostbasedAuthentication, it doesn't help, but I think 
some option is needed to allow random users to get connected based on 
the host key.
