While Debian prides itself on supporting many architectures, and this
something I really like, as a user/admin I'd rather have packages that
only support a few architectures but are in very good shape than
packages which try to support many but really don't.

In reality, it is not like any of the architectures you are talking
about dropping are really well supported now anyways, if at all.

As far as the technical side, yes editing debian/control will do the
trick.  Additionally, you may need to get in contact with some of the
buildd admins since I think some of them ignore the debian/control
sepcified architectures and try and build anyway even if the package is
not for them.  This is something I ran into with the tbb packages and
the hppa buildd.
