this is probably not specific to anything LTSP is doing. could you try just
using debootstrap:

  debootstrap sid /opt/test --mirror ftp://ftp.nerim.net/debian

sid fairly often has problems of this sort (hence, "unstable"), and they
usually sort themselves out with time and patience.
