It's hard to debug piecemeal: the rules work together as a whole.

Also look for 'watch' rules in other rule files that might be triggering
incorrectly.  (They should ignore this private lvm device.)

That's one of several related bugs.

That bit should be there I'd have thought, but again, perhaps your Debian
release is doing it differently.

You probably won't have metad enabled yet so won't need that file.
