by lxpanel-panels do you mean the standard panel on the bottom (or some
other edge) of the screen or is this some other application?

I tried to move some window over the panels I have (one on the bottom
one on the top of the screen) but still the clock continued to work as
expected and so did right-clicking on the panel.

Could you please give me some more info that will help me to reproduce
this? Panel settings perhaps (or the config files of the panels)? Any
bit of information might help. Thanks
