Do you have any more information on this bug and why they refuse to fix
it?

Erk...this is a fairly gross solution, though I can't say I can think of
anything better.

Hrm, will Russian/etc users get confused by LyX displaying times in US
format while everything else is Russian?  Does LyX even use LC_TIME for
anything (via glibc)?
