Right, then the second command sets the system clock.

Well, this is not an important bug. You can't expect everything to
work perfectly if you reset the clock. That's why we have the clock
set to UTC and let libc calculate local time, and that's why ntpd only
adjusts the clock by making it go faster or slower, not by resetting
it.
